Boxing beat: Athletic commission reorganization begins

The embattled California Athletic Commission, which has regulated boxing since 1924 and later wrestling and martial arts competition, will be officially disbanded Saturday and replaced by an agency under the direction of the California Department of Consumer Affairs.

The change has been in the works for more than a year, the result of concern by state officials that the commission, also a branch of Consumer Affairs, has been inefficient procedurally and financially.

Former Miami referee Armando Garcia, appointed last June as the commission's executive officer, will continue in his post, overseeing the renamed Athletic Commission Program.

The agency will discontinue a policy-setting board in favor of a seven-member, ad hoc advisory committee selected by Gov. Arnold Schwarzenegger and the director of Consumer Affairs.

"There won't be much visible change from the outside," said Garcia, who pushed for stricter weigh-in rules. "There will still be a forum for boxers, managers and promoters to be heard, but I hope to have more autonomy making decisions."

Saturday's switch could be an interim solution. Legislation is pending to restructure the commission next year.

With a sixth-round knockout of No. 3 World Boxing Council featherweight contender Gamaliel Diaz (20-6-2) of Mexico last week in Oakland, Gilroy's Robert Guerrero (18-1-1) avenged a 2005 loss and seems assured of leaping from his No. 7 ranking to a probable fight with No. 1 challenger Nicky Cook.

? Sacramento middleweight Ernesto Castaneda (8-8-2), brother of main-event attraction Rogelio Castaneda, fought to a six-round draw in Modesto last week with Cleiton Conceicao (9-2-1) of Brazil.

July 15: In Los Angeles (PPV), Shane Mosley, La Verne, vs. Fernando Vargas, 12, light middleweights. In Hamburg, Germany, Felix Sturm, Germany, vs. Javier Castillejo, Spain, 12, for Sturm's WBA middleweight title.

July 20: At Arco Arena, Rogelio Castaneda Jr., Sacramento, vs. Lamar Murphy, Miami, 10, light-welterweights; Vicente Escobedo, Woodland, vs. Baudel Cardenas, Mexico, 8, junior-lightweights.

So how does this affects MMA, which has only been sanctioned for a short period of time?

I doubt much if at all. I think the regrouping is more down to disorganisation internaly as apposed to the actual sports themselves.
