I can post a pic using the attachment option but it limits me to pics that are 39k and smaller. Is there a way to post pics that are larger? link to other web site or something? if so, what is the syntax?
i feel like a complete n00b asking this question but I have exhausted all the resources.

imageshack.com or something. Pics bigger than the size have to be remotely linked using the [img] tags, you can get an account on imageshack and similar sites to host those pics.

I have a related question. I have all these over*sized pics. If I don't want to resize them all manually on my machine, is there anyway to resize them to the standard 400/600 or whatever upon posting? I mean, why is HTML disabled anyway? I suppose it to avoid haxxxxxors or whatever those kids call themselves these days - but if someone can answer my question, then I can post some K1 pics. Mahalo in advance.

The standard for attachments (which is what I presume you mean) is a lot less than 640x480. If you use the [img] tags, the pics can be as big as they want, so I'm not sure what you mean.
And, it's a horrible idea to allow for HTML tags in posts wouldn't you say? It can easily mess up page looks and stuff like that, not so much afraid of haxoring, since that's pretty impossible with HTML.

Therefore, I was inquiring whether there was a way to resize them upon posting them ( as in HTML when you add the width=blah blah height= blah blah).

That shouldn't be much of a problem, though it won't be 56k friendly.
If you want to resize, you can use GIMP as a free alternative to Photoshop..
